Board Meeting Jan 21

Board of Alderman
Workshop Meeting
January 21, 2010

 The City of Qulin, Board of Alderman met in an open session at Qulin City Hall on Thursday January 21, 2010 at 6:30 pm. Those in attendance were Linda Johnson, Sherry Goff, Otto Griffin, Gary Long, Barbara Head and Art Fisher. Citizens in attendance were Chuck Jordan, Don Goff, Jeremy Russom and Rachel Hinklin.

Electric for Shop- Otto Griffin states there is a small breaker box in the shop but not enough light for Raymond to work. Linda Johnson asked Otto what needs to be done. Otto states that the shop needs a larger breaker box. The Mayor states the whole building needs to be rewired. Mayor Long suggests that it may cost $500.00 (five hundred dollars) to put in a new breaker box and a couple of florescent lights. Chuck Jordan suggests that Wendell Hendrix could do the work. Nov Board Meeting

The City of Qulin, Board of Alderman met in open session at 6:30 pm on Thursday November 5, 2009 at the Qulin Lion’s Club. Those attending were Mayor Gary long, Alderman Barbara Head, Linda Johnson, Sherry Goff, and Otto Griffin. Also attending were Raymond Russell maintenance supervisor, Art Fisher Chief of Police, Glen Sedrick City advisor and Margaret McDonald City Clerk. Citizens attending were Gloria Flowers and her grandson Little John , Mary Mannon and Mr. Shepherd.

 Mayor Long called the meeting to order at 6:30pm. Barbara Head was asked to lead the invocation.

 Citizen’s input

Glen Sedrick resigns from his position as City Advisor.

 Previous Minutes

Barbara Head stated that the time of the last meeting should read 6:30 pm instead of 6:00pm. Error is noted and will be corrected. Barbara Head makes a motion to accept the minutes of the previous meeting with the above stated correction. Otto griffin seconds the motion. Motion carried.

 Reports from City Departments

Water /Sewer Report

Raymond Russell discusses the recent I&I report the city received from the DNR. Raymond states that the city must meet the requirements of the DNR by completing the “Smoke test” and by repairing the places that are found to be leaking water into the City’s sewer system. Raymond says that he has discussed the report with Ron Yersak and that this test should have been taken care of years ago when the sewer system was first installed.

Raymond will be working with Ron, the DNR, Mo Rural water and the Board in order to complete a plan to make the necessary repairs.

 Police Report

The Police report was submitted to the Board in writing. Chief Fisher states that we had an uneventful Halloween with very few minor incidents. Chief Art Fisher reported that Margaret McDonald applied for and received a Grant Check from Wal-Mart in the amount of $1000.00 ( one thousand dollars) for the police Department. These funds are to be used to enable the City to have more hours for Police protection. Art thanks Margaret for having a “heads -up” in finding these much needed funds.

 Police Chief Fisher discusses the need for a  painted and divided lane and stop lines at the end of Second and “A” Street. He stated that it is hard to make a determination if a driver has made a legal stop at that corner without a stop line. He states that by dividing the lanes that this could help avoid a serious accident by someone running the stop sign as they veered off of Second Street onto the Tram Road cut through. Mayor long will contact the DOT about assisting Raymond with doing this.

 Approval to pay bills

The vendors’ balance sheet has been submitted to the board as well as a copy of all current bills to date. Linda Johnson makes a motion to pay the Bills. The motion is seconded by Otto Griffin. Motion carried.

 Items for Discussion

City Clerk’s Yearly evaluation

Mayor Long states that Margaret McDonald has come a long way since she has been hired and has done an outstanding job as City Clerk this past year. He states that she has learned a lot and that she is a hard worker who goes above and beyond. Otto Griffin, Raymond Russell and Art Fisher all agreed with the Mayor. Barbara Head, Linda Johnson and Sherry Goff also agree that Margaret is a hard worker but since the City has not given any raises to the other employees this year due to the City’s financial status that it would not be fair to give Margaret a raise either. Margaret Thanks the Board for allowing her to work for the City and states that she has enjoyed working for the city the last year and will continue to try and help the City grow and prosper.

 NEW PATROL CAR

Chief Fisher discusses the Grant application for a new fully equipped patrol car. This is a grant through the USDA and is a 75-25 Grant with the total for the patrol car being approximately $41,000.00 ( forty-one thousand dollars) with the city being responsible for approximately $10,500.00 ( Ten thousand-five hundred dollars) The USDA stated that they could assist the city by making a loan for the city’s share of the allotted funds at low interest. Chief Fisher will talk more with Tresia Webb on November 12 and have more precise figures for the board concerning the interest rates and the duration of the loan. The City Clerk will also contact Bell Insurance to find out how much it will cost to keep both patrol cars on the insurance.

 Cap for the drainage tile on west Davis Street

Linda Johnson and Mayor Long have both discussed this with Vern Davis. Mr. Davis stated that he plans to install the cap on the drainage tile before the weeks end. Mr. Davis stated that he is just waiting for the ground to dry up a little bit so he can get to it. Mr. Darnell, owner of some property on West Davis Street will be called and informed of the plan.

 Street Repairs

Mayo Long asked the Board for permission to contact City attorney Wally Duncan concerning repairs to the Streets that should have been honored by the City’s warranty with Smith & Co. Smith & Co have been contacted several times about the repairs needed to the streets that are under warranty. Yet Smith and Co. have not yet repaired the streets nor have they returned calls letting the city know when they will be repaired. Mayor Long would like to ask Wally Duncan to write Smith & Co. a letter informing them about their obligations with the City. Mayor Long stated that if there is a conflict of interest with Wally Duncan and Smith & Co then the City will have to contact another attorney concerning this warranty obligation. All Board members agree that Mayor Long should contact the City Attorney about this matter.

 Old tire set-up date

Mayor Long has contacted Ozark Foothills recycling center about scheduling a set-up date for old tires in the City. Mayor Long states that the date for the set -up will be in the spring of next year and will be on a Saturday that will coincide with the City’s clean up day. He states that the charge for taking the old tires will be $5.00 ( Five dollars) for car tires, $10.00 ( Ten dollars) for truck tires and $20.00 ( Twenty- dollars) for tractor and large truck tires. The date will be scheduled in advance with the citizens being given plenty of notice so they will have the funds available to have their old tires taken away.

 Laser Jet Printer

Mayor Long gives the Board several prices for a new Laser jet printer for the City hall, He stated that he can see a need for a better printer is coming and asked the Board to keep these figures in their minds for a new printer. City Clerk will also check to see if there is any place that lease- to -own and if so she will get figures for that also.

 ADJOURN-Mayor Long calls for a motion to adjourn.

 Barbara Head make a motion to adjourn. Sherry Goff seconds the motion. Motion carried. Meeting is adjourned at 8:30 pm. The next scheduled    meeting will be a “Workshop” Meeting on November 19,2009 at 6”30 pm at the Qulin Lion’s Club

Board of Aldermen Meeting Minutes for Oct 15

Board of Aldermen

Thursday October 15, 2009

The City of Qulin, Board of Aldermen met in an open workshop meeting on Thursday October 15, 2009 at 6:00 pm at the Qulin Lion’s Club. Those present were Mayor Long, Alderman Barbara Head, Otto Griffin, Linda Johnson, Sherry Goff, City Clerk Margaret McDonald and citizens Gloria Flowers and Don Goff.

Mayor Long called the meeting to order at 6:00 pm and lead the invocation.

Public input

Gloria Flowers stated that she had been contacted by Robertson Tree Service concerning the issue of her pecan tree. Mrs. Flowers stated that Mr. Robertson has refused to take responsibility for the damage she states was done to her tree and had asked that the City do something about this issue since Mr. Robertson had been hired by the City to trim the trees.  Mayor Long states that the issue of the pecan tree is between Mrs. Flowers and Mr. Robertson and if she wants Mr. Robertson held responsible for the damage then she would just have to take him to court.

After much discussion on this issue, Mrs. Flowers has decided to “ Just drop it” and “ Let it go.” Linda Johnson apologized for what has been done to the tree but stated that nothing can be done to bring the tree back to its previous condition. Mrs. Johnson states that the City will be more cautious when hiring contractors to do work for the City and that when contractors are doing work for the city that someone should be with them at all times and if an issue arises at any worksite that the contractors will stop the project at that time until the issue is settled.

The Board has agreed to try to contact the citizens in advance of any work that will be done in the city prior to the contractor’s arrival.

Mrs.  Flowers also states that in the ordinance books that there are several ordinances that will bring in revenue for the city that the city is not collecting; she will bring a copy of these ordinances to city hall, so the Mayor can see what can be done to collect this revenue.

Approval of previous minutes

Linda Johnson makes a motion to approve the previous minutes.

Barbara Head second the motion.

Motion passes.

Approve amended ordinance 11.01.09-.001  increase wastewater rates in order to maintain operating expenses for the city’s sewer system.

Mayor Long read amended ordinance 11.01.09-.001

1st reading-motion: Linda Johnson, Second: Sherry Goff. Motion carried

2nd reading- motion: Barbara Head, Second: Linda Johnson. Motion carried

3rd reading-motion: Sherry Goff, Second: Otto Griffin. Motion carried.

Items requiring action

Mayor Long states that he and Terry Stewart are working with Harry Neiwald, engineer to see about installing a lift station on Mr. Stewart’s lower 9 acres to accommodate the mobile homes Mr. Stewart wishes to install there. Mayor Long and Mr. Neiwald believe this will be more economical and beneficial for Mr. Stewart. Mayor states that he will keep the board informed of any further progress with this project.

City Clerk is to send Mr. Stewart a bill for the water usage resulting from a water leak at one of Mr. Stewart’s mobile homes. Mr. Stewart has agreed to pay for the water used by the leak.

Mayor’s Report

Mayor Long asks the Board to approve reimbursement to Chief Fisher the amount of $38.43 (thirty- eight dollars and forty-three cents) for ammunition purchased. The Board approves unanimously.

Mayor Long states that he has been working with the Butler County Assessor’s office to determine the city limits for the City of Qulin. Mayor Long states that he should know something by Monday.

The City of Qulin, Board of Alderman, met in regular session at 6:30pm on Thursday October 1, 2009. Mayor Gary Long called the meeting to order at 6:38 pm. Barbara Head led the invocation. Those present were Mayor Long, Alderman Barbara Head, Linda Johnson.Otto Griffin, Chief of Police Art Fisher, Maintenance Supervisor Raymond Russell, City Clerk Margaret McDonald, Jim Pearl accountant, Glen Sedrick City Advisor. Citizens present at the meeting were Rebecca Jaco, Barbara Birdwell, Terry Stewart, Patsy Gold, Charles Hall, and Gloria Flowers.

Special Meeting Sep 5

City of Qulin, Board of Alderman met in a special meeting on Saturday September 5, 2009 at 3:00 pm at Qulin City Hall. Those present were Board members Mayor Gary Long, Otto Griffin, Sherry Goff, Linda Johnson, and Barbara Head. Citizens present were Cheryl Johnson-Carter and Mary Ann Corlee.

MaryAnn Corlee presented her case for Steve Phillips of First Choice insurance.

The question before the Board is “Do we want to continue our City Insurance with First Choice Insurance (Steve Phillips) or do we want to renew our policies with Bell Insurance (Jim Rayburn)?”

Linda Johnson- First Choice

Otto Griffin- Bell Insurance

Mayor Gary Long- Bell Insurance

Bell Insurance will carry the City’s Insurance Policies.

Barbara Head made a motion to adjourn. Otto Griffin seconded the motion. Mayor Long adjourned the meeting. City Clerk Margaret McDonald will make sure that this is taken care of before 11/01/09.
