Share the Harvest

Gov. Nixon announces initiative to expand Share the Harvest, help families in need across Missouri

ASHLAND, Mo. – Share the Harvest, a public-private partnership that provides meat to families in need across Missouri, expects to increase its annual collection of venison by more than 75 percent over the next three years, using economic incentives awarded today by Gov. Jay Nixon.

“As Missourians of all ages head to the woods for opening weekend of firearms deer season, I encourage folks to contribute venison to Share the Harvest,” Gov. Nixon said, who will hunt in Clark County, Mo., on opening weekend.  “Sharing the harvest is a great way to enjoy a time-honored Missouri tradition while also fulfilling a critical need for fresh, healthy meat in food banks across Missouri.  By donating a deer to Share the Harvest, Missourians are literally putting food on the table for families in need during the holiday season.” Read the rest of this entry »

Angel Tree and Qulin Kids Crusade Christmas Party

The Angel tree is up at City Hall, and the last day to add an “Angel” to the tree is Wednesday November 25th.  You may adopt an angel at City hall, buy the child a gift and wrap it, then return it to city hall no later then 5:00pm on Friday December 11,2009. Every Child will receive a gift at the Christmas Party.
 
The Qulin Kids Crusade Christmas Party will be on Saturday December 19,2009 from 6:00pm – ( whenever we get tired LOL) at the Qulin Lion’s Club. This Party is Only for Qulin kids and is by invitation only! So Please if you live inside the City Limits of Qulin and have a child that is 12 years old or younger please contact Margaret McDonald at 429-7311 or 328-4488! We do not want to leave anyone out!
 
The Party will be hosted by Santa’s Elves and consist of Chili dogs and Nachos, cake, drinks, games, music , door prizes and an appearance by the “Jolly Ol’ Elf”
 
ALL Children must be accompanied and supervised by at least one parent. Chief Art Fisher will provide security for the Party to make sure all remain safe.
 
We hope all the Kids of Qulin will attend as we would like to make this an annual event. Join us in celebration the Birth of Jesus Christ and a celebration of Family. Thank you and Happy Holidays from the “Kids of Qulin Crusaders”

Nov Board Meeting

The City of Qulin, Board of Alderman met in open session at 6:30 pm on Thursday November 5, 2009 at the Qulin Lion’s Club. Those attending were Mayor Gary long, Alderman Barbara Head, Linda Johnson, Sherry Goff, and Otto Griffin. Also attending were Raymond Russell maintenance supervisor, Art Fisher Chief of Police, Glen Sedrick City advisor and Margaret McDonald City Clerk. Citizens attending were Gloria Flowers and her grandson Little John , Mary Mannon and Mr. Shepherd.

 Mayor Long called the meeting to order at 6:30pm. Barbara Head was asked to lead the invocation.

 Citizen’s input

 Previous Minutes

Barbara Head stated that the time of the last meeting should read 6:30 pm instead of 6:00pm. Error is noted and will be corrected. Barbara Head makes a motion to accept the minutes of the previous meeting with the above stated correction. Otto griffin seconds the motion. Motion carried.

 Reports from City Departments

Water /Sewer Report

Raymond Russell discusses the recent I&I report the city received from the DNR. Raymond states that the city must meet the requirements of the DNR by completing the “Smoke test” and by repairing the places that are found to be leaking water into the City’s sewer system. Raymond says that he has discussed the report with Ron Yersak and that this test should have been taken care of years ago when the sewer system was first installed.

Raymond will be working with Ron, the DNR, Mo Rural water and the Board in order to complete a plan to make the necessary repairs.

 Police Report

The Police report was submitted to the Board in writing. Chief Fisher states that we had an uneventful Halloween with very few minor incidents. Chief Art Fisher reported that Margaret McDonald applied for and received a Grant Check from Wal-Mart in the amount of $1000.00 ( one thousand dollars) for the police Department. These funds are to be used to enable the City to have more hours for Police protection. Art thanks Margaret for having a “heads -up” in finding these much needed funds.

 Police Chief Fisher discusses the need for a  painted and divided lane and stop lines at the end of Second and “A” Street. He stated that it is hard to make a determination if a driver has made a legal stop at that corner without a stop line. He states that by dividing the lanes that this could help avoid a serious accident by someone running the stop sign as they veered off of Second Street onto the Tram Road cut through. Mayor long will contact the DOT about assisting Raymond with doing this.

 Approval to pay bills

The vendors’ balance sheet has been submitted to the board as well as a copy of all current bills to date. Linda Johnson makes a motion to pay the Bills. The motion is seconded by Otto Griffin. Motion carried.

 Items for Discussion

City Clerk’s Yearly evaluation

Mayor Long states that Margaret McDonald has come a long way since she has been hired and has done an outstanding job as City Clerk this past year. He states that she has learned a lot and that she is a hard worker who goes above and beyond. Otto Griffin, Raymond Russell and Art Fisher all agreed with the Mayor. Barbara Head, Linda Johnson and Sherry Goff also agree that Margaret is a hard worker but since the City has not given any raises to the other employees this year due to the City’s financial status that it would not be fair to give Margaret a raise either. Margaret Thanks the Board for allowing her to work for the City and states that she has enjoyed working for the city the last year and will continue to try and help the City grow and prosper.

 NEW PATROL CAR

Chief Fisher discusses the Grant application for a new fully equipped patrol car. This is a grant through the USDA and is a 75-25 Grant with the total for the patrol car being approximately $41,000.00 ( forty-one thousand dollars) with the city being responsible for approximately $10,500.00 ( Ten thousand-five hundred dollars) The USDA stated that they could assist the city by making a loan for the city’s share of the allotted funds at low interest. Chief Fisher will talk more with Tresia Webb on November 12 and have more precise figures for the board concerning the interest rates and the duration of the loan. The City Clerk will also contact Bell Insurance to find out how much it will cost to keep both patrol cars on the insurance.

 Cap for the drainage tile on west Davis Street

Linda Johnson and Mayor Long have both discussed this with Vern Davis. Mr. Davis stated that he plans to install the cap on the drainage tile before the weeks end. Mr. Davis stated that he is just waiting for the ground to dry up a little bit so he can get to it. Mr. Darnell, owner of some property on West Davis Street will be called and informed of the plan.

 Street Repairs

Mayo Long asked the Board for permission to contact City attorney Wally Duncan concerning repairs to the Streets that should have been honored by the City’s warranty with Smith & Co. Smith & Co have been contacted several times about the repairs needed to the streets that are under warranty. Yet Smith and Co. have not yet repaired the streets nor have they returned calls letting the city know when they will be repaired. Mayor Long would like to ask Wally Duncan to write Smith & Co. a letter informing them about their obligations with the City. Mayor Long stated that if there is a conflict of interest with Wally Duncan and Smith & Co then the City will have to contact another attorney concerning this warranty obligation. All Board members agree that Mayor Long should contact the City Attorney about this matter.

 Old tire set-up date

Mayor Long has contacted Ozark Foothills recycling center about scheduling a set-up date for old tires in the City. Mayor Long states that the date for the set -up will be in the spring of next year and will be on a Saturday that will coincide with the City’s clean up day. He states that the charge for taking the old tires will be $5.00 ( Five dollars) for car tires, $10.00 ( Ten dollars) for truck tires and $20.00 ( Twenty- dollars) for tractor and large truck tires. The date will be scheduled in advance with the citizens being given plenty of notice so they will have the funds available to have their old tires taken away.

 Laser Jet Printer

Mayor Long gives the Board several prices for a new Laser jet printer for the City hall, He stated that he can see a need for a better printer is coming and asked the Board to keep these figures in their minds for a new printer. City Clerk will also check to see if there is any place that lease- to -own and if so she will get figures for that also.

 ADJOURN-Mayor Long calls for a motion to adjourn.

 Barbara Head make a motion to adjourn. Sherry Goff seconds the motion. Motion carried. Meeting is adjourned at 8:30 pm. The next scheduled    meeting will be a “Workshop” Meeting on November 19,2009 at 6”30 pm at the Qulin Lion’s Club
